Developing Model Acts for Policing

The tragic killing of George Floyd at the hands of police, and countless other fatal incidents that preceded and followed have sparked nationwide protests and calls for policing reform. In response to these incidents, Paul Hastings LLP has developed the Model Acts for Policing Initiative.

This initiative focuses on one key component of just and effective policing: developing systems for evaluation of police use of force and discipline that foster public trust of police and are fair to the public and officers alike.

White Paper
Paul Hastings is in the process of developing model acts and drafting white papers focused on four topics:

Paul Hastings is collaborating with academics, members of law enforcement, city officials, municipal officials, civil rights organizations and corporate sponsors across the country.

Program Structure
Paul Hastings has over 60 attorneys across all of our US offices, who have been working on this initiative since June 2020. Our team is led by our steering committee, which oversees the work of our six subcommittees:

Paul Hastings is in the process of finalizing our draft legislation and white paper, with a goal of having a draft of our legislation ready for circulation in early 2021.

In the first quarter of 2021, we hope to continue to work with potential partners, including colleagues from corporate pro bono programs, who can help review and give recommendations on our draft model legislation for both states and municipalities. We will also continue to work with our advisory board to gather feedback from experts in the field of police reform. Finally, Paul Hastings plans to gather support from various organizations and corporations to help publicize our initiative.
